Over the life of the contract period of performance, the caliber of employees recruited by GEM was recognized and a large number of these employees were subsequently hired by the Government directly. Even with the impact to their workforce due to direct hiring of staff, GEM was able to maintain a low open position rate overall and provide services at four (4) different geographic locations with only a single PM for 140 personnel.
