Since 1985, GEM Technology (GEM) has proudly been a woman-owned and woman-controlled small business. In late 1992, Joe Easton joined forces with Livia Arnaiz and diversified the company. From this new trajectory, Mr. Easton and Ms. Arnaiz decided to steer GEM towards federal consulting based on their backgrounds and experience in property management and federal government technical services.

GEM is the personification of a successful small business. Today, what began as a start-up of three people has grown to a small business with a staff of more than 200, contracts across the nation, and offices in Alabama, DC, Florida, Louisiana, New Mexico, and Tennessee.

Since its founding, GEM has become recognized for our safeguards & security (S&S) and emergency management at many federal government sites nationwide. GEM is a primary recognized small business contractor at the Department of Energy (DOE). GEM has also become a trusted support source by NSA, NGA, DOE, NNSA, FBI, and other federal agencies to develop, manage, implement and assess large, complex programs to maintain and protect both physical information and assets, consistently receives “Outstanding” ratings and commendations for our exemplary support.
